STATEMENT OF OBJECTS AND REASONS
I
Act 28 of 1994.- It is considered necessary to provide statutory status to the Kannada Development Authority for the effective implementation of projects and programmes relating to development of Kannada and monitor and evaluate the implementation of Kannada as Official language.
Hence the Bill.

Amending Act 26 of 1997.- Consequent to the bifurcation of the Department of Law and
Parliamentary Affairs into Department of Law and Department of Parliamentary Affairs and
Legislation, it is proposed to have the Secretary of the Department of law as the member of the
authority and the director of translations also as a member of the said authority and further to
empower the authority to take action to secure priority for, and promotion of Kannada in the field
of Education and Cultural activities.
Hence the Bill.

THE KANNADA DEVELOPMENT AUTHORITY ACT, 1994
(Received the assent of the Governor on the Twenty-ninth day of September, 1994)
(As Amended by Act 26 of 1997)
An Act to provide for establishment of a Kannada Development Authority for
development of Kannada, and to supervise the implementation of projects and
programmes relating to development of Kannada and to monitor and evaluate the
implementation of Kannada official language and its projects and programmes.
WHEREAS it is expedient to provide for the establishment of a Kannada Development
Authority for development of Kannada and to supervise the implementation of projects
and programmes relating to development of Kannada and to monitor and evaluate the
implementation of Kannada official language;
BE it enacted by the Karnataka State Legislature in the Forty-fourth year of the
Republic of India as follows:-
CHAPTER I
1. Short title and commencement.- (1) This Act may be called the Kannada
Development Authority Act, 1994.
(2) It shall come into force on such 1 [date]1 as the State Government may, by
notification, appoint.
1. The Act has come into force by notification w.e.f. 1.11.1995. The Text of the notification is at the end
of the Act.
2. Definitions.- In this Act, unless the context otherwise requires,-
(a) "Authority" means, the Kannada Development Authority constituted under section
3;
(b) "Chairman" means, the Chairman of the Authority;
(c) "department" means, all departments of the State Government, including any
body or corporation established by the State Government by or under any law or any
institution or body of organisations receiving financial aid from the State Government;
(d) "Member" means, a member of the Authority;
(e) "Projects and programmes" means, the annual project, programmes prepared by
the Authority for development of Kannada in various departments;
(f) "Secretary" means, Secretary of the Authority;
(g) "Regulation" means, regulations made under this Act.
CHAPTER II
3. Constitution of the Authority.- (1) As soon as may be, after the commencement
of this Act there shall be established for the purposes of this Act, an Authority for
development of Kannada to be called the Kannada Development Authority with its head-
quarters at Bangalore.
(2) The Authority shall be a body corporate by the name aforesaid having perpetual
succession and a common seal to contract and shall by the said name sue and be sued.
(3) The Authority shall consist of the following members:-
(a) A person who has worked for development of Kannada
language nominated by the State Government to be the
Chairman of the Authority. -- Chairman.
(b) Seven persons nominated by the State Government
having special knowledge or practical experience in the
field of Literature, Administration, Education and Law. -- Members
(c) The Secretary to Government, Department of
Kannada and Culture -- Member
(d) The Secretary to Government, Department of

4. Term of office and conditions of service.- (1) Subject to the pleasure of the
State Government, the Chairman and other members nominated by the State
Government shall hold office for a period of three years. This shall not apply in case of
official member.
(2) The Chairman or a member other than an ex-officio member may resign his office
by writing under his hand addressed to the State Government but shall continue in office
until his resignation is accepted.
(3) A causal vacancy in the office of a Chairman or a member shall be filled by the
State Government by nominating another person as Chairman or member as the case
may be and the person so nominated shall hold office for the unexpired portion of the
term of the office of his predecessor.
(4) The Chairman and other members shall receive such allowances as may be
prescribed.
(5) The allowances payable to the Chairman and other members shall be defrayed
out of the Fund of the Authority.
(6) No act or proceedings of the Authority shall be invalid by reason only of the
existence of any vacancy or defect in the constitution of the Authority.
5. Disqualification for office of membership.- (1) A person shall be disqualified
for being appointed as and for being a member, if he,-
(a) has been convicted and sentenced to imprisonment for an offence which in
the opinion of the State Government involves moral turpitude; or
(b) is of unsound mind and stands so declared by a competent court; or
(c) is an undischarged insolvent ; or
(d) has been removed or dismissed from service of the Central Government or a
State Government or a body or corporation owned or controlled by the Central
Government or a State Government; or
(e) has directly or indirectly by himself or his partner any share or interest in any
work done by the order of the Authority or in any contract or employment with or under
or by or on behalf of the Authority.
(f) is employed as a paid legal practitioner on behalf of the Authority or accepts
employment of legal practitioner against the Authority;
(2) A person shall not be disqualified under clause (e) of sub-section (1) or be
deemed to have any share or interest in any contract or employment within the meaning
of the said clause by reason only of his having a share or interest in any newspaper in
which any advertisements relating to the affairs of the Authority is inserted.
6. Removal of member.- (1) The State Government shall remove the Chairman or
other member if,-
(a) he becomes subject to any of the disqualifications mentioned in section 5:
Provided that no Chairman or member shall be removed on the ground that he has
become subject to the disqualification mentioned in clause (e) of sub-section (1) of that
section, unless he has been given an opportunity of making his representation against
the proposal ; or
(b) he refuses to act or becomes incapable of acting; or
(c) he without obtaining leave of absence from the Authority absents from three
consecutive meetings of the Authority ; or
(d) in the opinion of the State Government he has so abused his position as to
render his continuance in office detrimental to the public interest:
Provided that no member shall be removed under this clause unless he has been
given an opportunity of making his representation against the proposal.
7. Secretary.- The State Government shall appoint an officer not below the rank of
Deputy Commissioner to be the Secretary of the Authority. The Secretary shall receive
such salary and other allowances as the State Government may determine from time to
time.
(2) The State Government may grant from time to time leave of absence to the
Secretary.
(3) The Secretary shall be the Chief Executive of the Authority and shall,-
(a) be responsible for implementing the projects and programmes approved by
the Authority;
(b) operate the fund of the Authority;
(c) cause to be maintained accounts of the Authority;
(d) discharge such other functions which are conferred on him by or under this
Act or any other law for the time being in force; and
(e) be responsible for presentation of records of the office during inspection of
Chairman.
8. Officers of the Authority and conditions of service.- (1) Subject to such rules
as may be prescribed, the State Government or such other officer as the State
Government may authorise, may appoint or depute such officers and employees as it
may deem necessary for the efficient discharge of its functions.
(2) The recruitment and terms and conditions of service of the officers and servants
specified above shall be such as may be prescribed.
9. Meetings of the Authority.- (1) The meetings of the Authority shall be convened
by the Chairman or by the Secretary with the prior approval of the Chairman and shall be
held at any place within the jurisdiction of the Authority.
(2) The Authority shall meet at least once in every two months.
(3) The Chairman or the Secretary with the prior approval of the Chairman shall
convene a special meeting if the Chairman feels it necessary.
(4) The Authority shall observe such rules of procedure in regard to the transaction of
business at its meeting as may be provided by regulations.
(5) Every meeting shall be presided over by the Chairman and if for any reason, the
Chairman is unable to attend any meeting any other member chosen by the members
present at the meeting shall preside at the meeting.
(6) Eight members shall form the quorum.
10. Proceedings presumed to be good and valid.- No disqualification of or defect
in the appointment of any person acting as Chairman or member shall be deemed to
vitiate any act or proceeding of the Authority if such act or proceeding is otherwise in
accordance with the provisions of this Act.
11. Sub-Committee.-The Authority may for any specific purpose constitute a Sub-
Committee consisting of such members not exceeding five members from amongst its
members, the Chairman of the Authority shall also be the Chairman of the Sub-
Committee.
12. Powers and duties of Sub-Committee.- (1) The Sub-Committee shall exercise
such of the powers and perform such duties of the Authority which are delegated to it by
the Authority.
(2) The Sub-Committee shall meet at least once in a month.
(3) The Sub-Committee shall take decisions on urgent matters to review the prompt
implementation of the decision of the Authority and suggest on urgent matter for action
by the State Government.
(4) The Sub-Committee shall observe such rules of procedure in regard to the
transaction of business at its meetings as may be provided by regulations.
13. Obtaining the services of experts.- (1) In order to carry out the purposes of the
Act, the Authority if necessary, may obtain the services or assistance of the experts in
such manner as it may deems fit.
(2) Honorarium and allowances payable to such experts for the services or
assistance so rendered shall be of such an amount as may be prescribed;
CHAPTER III
14. Preparation of project and programmes.- The Authority shall every year
prepare projects and programmes for the development of Kannada and forward it to the
State Government for approval. The State Government may approve the project and
programmes with or without modification.
15. Functions of the Authority.- The Authority shall,-
(a) review the actions taken by the different departments; public undertakings, all
institutions and local bodies and institutions and receiving grants by the State
Government in the implementation of official language policy of the State Government;
(b) suggest measures to the State Government for the effective implementation of
the recommendations of Dr. Sarojini Mahishi Report as approved by the State
Government;
(c) identify the hurdles in the implementation of Kannada as the administrative
language and to take suitable measures to solve them;

(d) review form time to time the system of Kannada Examinations (Service
Examination), Examinations conducted for testing the knowledge of Kannada along with
the relevant syllabus existing or that may be prepared and if necessary suggest the
Government to revise, modify or renew the same, to conduct study and consultations
regarding the manufacture, purchase and distribution of Kannada typewriters, the use of
Kannada in modern equipments like computers, teleprinters, telex, which are used in the
modernisation of offices and in this connection to take decisions that would promote
extensive use of Kannada and to take necessary actions to get it implemented;
(e) arrange training programmes, workshops, exhibitions and seminars which would
facilitate the use of Kannada for officers and officials and Kannada teaching courses for
non kannadigas and to prepare the necessary syllabus and literature;
(f) publish, purchase and distribute useful publications relating to the development of
Kannada;
(g) ensure all the forms used in the offices are printed in Kannada and to examine
and grant permission for the printing of forms, publications and registers which are
required to be in languages other than Kannada;
(h) examine whether the regional language as being used in the forms, notices and
name plates that are in day to day use in accordance with the language policy of the
Central Government in the offices of the Central Government, banks, post offices and in
other offices and undertakings which have more public contacts in the State and to
conduct correspondence with those offices in this connections;
(i) take decisions on the matters of preparation, revision, printing and distribution of
reference books on administration and to implement the same and to monitor the
progress in this field and suggest necessary measures;
(j) examine the standards of Kannada text books and give instructions to rectify the
mistakes, if any, in these books.
16. Officers made responsible to carryout the objectives of the Authority.- (1)
The Chief Secretary at the State level, the Divisional Commissioner at Divisional level,
the Deputy Commissioner at District level, the Assistant Commissioner at the Sub-
divisional level and the Tahsildar at the Taluk level shall be responsible to carryout the
objectives of the Authority.
(2) The State Government may by notification specify officer responsible for
implementation of the different projects and programmes of the Authority and different
class of officers may be specified for different departments.
17. Obtaining information.- The Authority may for the purpose of this Act seek and
obtain information relating to implementation of Dr. Sarojini Mahishi Report and the
Kannada Development from any officer of the State Government and such officer shall
be bound to furnish the information sought by the Authority.
18. Advise by the Authority.- The Authority, in order to carryout the purposes of this
Act, shall advise the State Government regarding implementation of its projects and
programmes.
19. Power to record dereliction of duty and to inform the appointing authority.-
The Authority in order to carryout the purposes of the Act, shall record, any violation by
the officers and officials of the State Government and local bodies of any order, issued
by the Government from time to time or of any order, which is already in force as
dereliction of duty and shall advise to the appointing authority for necessary action.
CHAPTER IV
20. Fund of the Authority.- (1) There shall be a fund called the Authority Fund.
(2) The following shall form part of, or be paid into the Authority Fund, namely:-
(i) all grants, subversions, donations and gifts made by the Central
Government, State Government, any local authority, any body whether in-corporated or
not or any persons; and
(ii) all other sums received by or on behalf of the Authority from any source
whatsoever.
(3) Except as otherwise directed by the State Government all money credited to the
Fund shall be invested in any Scheduled bank.
(4) The administrative expenses to the Authority including the salaries, allowances
and pensions payable to the Secretary and other officers and employees of the Authority
shall be defrayed out of the Fund of the Authority.
21. Allocation for project and programme.- The State Government may keeping in
view the project and programmes of the Authority, make financial allocations to the
Authority in the annual Budget of the State.
22. Grant by State Government.- The State Government may every year make a
grant to the Authority of a sum equivalent to the administrative expenses of the
Authority.
23. Accounts and audit.- (1) Accounts of the income and expenditure of the
Authority Fund shall be kept in accordance with such rules as may be prescribed.
(2) The Authority shall prepare an annual statement of accounts in such form as may
be prescribed.
(3) The accounts of the Authority shall be audited annually by such auditor as the
State Government may appoint.
(4) The auditor shall for the purposes of the audit, have access to all the accounts
and other records of the Authority.
(5) The Authority shall pay from its fund such charges for the audit as may be
prescribed.
(6) As soon as may be after the receipt of the report of the auditor, the Authority shall
send a copy of the annual statement of accounts, together with a copy of the report of
the auditor to the State Government and shall cause to be published the annual
statement of accounts in such manner as may be prescribed.
(7) The State Government may after perusal of the report of the auditor give such
directions as it thinks fit to the Authority and the Authority shall comply with such
directions.
CHAPTER V
MISCELLANEOUS
24. Report.- The Authority shall before such dates, in such form and at such interval
as may be prescribed submit the prescribed report to the State Government.
25. Budget of the Authority.- The Authority shall prepare every year before such
date and in such form as may be prescribed a budget estimate of its income and
expenditure for the financial year to commence on the first day of April next following
and shall forward it to the State Government.
26. Power to make rules.- (1) The State Government may, after previous publication
by notification make rules to carryout the purposes of this Act.
(2) Every rule made under this Act shall be laid as soon as may be after it is made
before each House of the State Legislature while it is in session for a total period of thirty
days, which may be comprised in one session or in two or more successive sessions
and if, before the expiry of the session in which it is so laid or the session immediately
following both Houses agree in making any modification in the rule or decide that any
rule should not be made, the rule shall thereafter have effect only in such modified form
or be of no effect, as the case may be, so, however, that any such modification or
annulment shall be without prejudice to the validity of anything previously done under
that rule.
27. Power of Authority to make regulations.- The Authority may subject to the
provisions of this Act and the rules made under section 26 and with the previous
sanction of the State Government, by notification, make regulations to carry-out the
purposes of this Act.

Font issues -Akruti, Baraha and Nudi

Birth of Baraha
I had put up Kannada’s first web-site called Vishva Kannada during Dec. 1996 with the support of S K Anand of Cyberscape. Dynamic font technology was not being used by Vishva Kannada at that time. Akruti fonts were given for download at the web-site. Users have to download the font, install it in their PC and then they could read the Vishva Kannada web-site in Kannada. Sometimes in the first half of 1997, I got an email from Sheshadri Vasu who was at USA. In that mail he appreciated Vishva Kannada. He added that it takes a long time to copy characters through CharMap (an utility present in Windows to copy a glyph of a font into any application) and make a Kannada sentence. I explained him how to type in Kannada using the keyboard driver which has to be bought from Cyberscape. I gave the contact details of S K Anand and the approximate price of the software also. Then there was no mail from Vasu for some time. (Recently, during his visit to India in June 2004, Vasu wrote an article for Vijaya Karnataka, wherein he mentioned the discussions he had with me about the relation between font and keyboard driver). One day I got an email from Vasu saying that he has made a software called Baraha that can be used as an editor for Kannada. He wrote that he wanted to give this software free to everyone. The version sent to me was a beta version. He had actually written an editor for the font he downloaded from the web. I asked him about the copyright of the font. He had not thought anything about that. I explained to him the he need to take the permission of S K Anand of Cyberscape to use Akruti fonts in his software. He included the Kan Ballal font which was given to read Udayavani web-site with the first release of Baraha, which was given to some select friends only. Later on he changed the ASCII values of the glyphs of Akruti font and released the Baraha package officially. His idea was that just by changing the ASCII values of the glyphs, his font becomes different from Akruti font. But morally, ethically and legally, this amounts to violation of intellectual property rights. After a long gap of six years, recently (2004), Vasu admitted that he used the glyphs from Akruti fonts, in a mail to S K Anand.
Fonts used in Nudi
Now let me discuss the about the fonts bundled with Nudi. Nudi was initially thought as a testing software. This was made into a package later on. Myself and Harsha (the programmer who did the coding for Nudi) were opposing the release of Nudi without our own professional fonts. Making a font is an elaborate process. Artists have to draw each character (glyph) on paper, they have to be scanned, digitized, hinted, etc. It takes months for each font. C V Srinatha Sasthry (CVSS), Chief Secretary, Kannada Ganaka Parishat (KGP), told me that he got the font made from someone before submitting the final package to GoK. In one of the executive committee meeting S K Anand and myself questioned CVSS about who made the fonts, how much was paid to him, etc. G N Narsimha Murthy (GNNM), Secretary, KGP, gave a reply that someone at Koppa made the fonts. I mentioned that KGP should have the complete record of making of the fonts like original drawings by the artist, first raw digitized data, the final font, etc. GNNM promised to get all these from Koppa and show to us in the next meeting. He never bothered to do that.
I came to know about the entire story about fonts much much later. Initially I used to believe the statements of CVSS about the fonts. But it took almost 2 years for me to accidentally discover the truth. While experimenting with opentype font creation, I was studying the glyphs of all Kannada fonts. When I opened Baraha, Akruti and Nudi fonts in a font editing software, I found that they all have the same glyph sets, even though their ASCII values are different. As Sathyanarayana has detailed in his write-up, the glyphs from Akruti fonts were used in the first version of Baraha, which was then used in the first version of Nudi. As per my knowledge CVSS got this conversion of font encodings done by someone here at Bangalore itself. The fonts were not made from scratch at Koppa. This is clear violation of intellectual property rights. I had a strong and heated argument with CVSS and GNNM about one or two months before the elections to the executive committee of KGP. I blasted CVSS for misleading me and telling lies to me that the fonts were developed at Koppa. CVSS and GNNM have told lies to me and cheated GoK by supplying them with pirated fonts. Definitely my position became very awkward that I being the mentor and the person in charge of Nudi in the initial stages was not informed of these backdoor activities by CVSS. I fired both CVSS and GNNM left and right. At that time GNNM even challenged me to prove these in the court along with S K Anand who had already threatened to sue KGP for violation of intellectual property rights.
Vasu’s justification and the realities
With this background let me discuss a bit of what Vasu has written in a document and widely circulated in mailing lists. This document is also present in his Baraha discussion group (groups.msn.com/baraha). Let me quote from this document-

USA courts have long back decided that fonts can’t be copyrighted AT ALL! Here, the digital outline can never be protected. According to them there can’t be any original font style, because, every font is created by slightly modifying some other font, and there aren’t really “new” font designs! “The Copyright Office has decided that digitized representations of typeface designs are not registerable under the Copyright Act because they do not constitute original works of authorship. The digitized representations of typefaces are neither original computer programs (as defined in 17 U.S.C. 101), nor original databases, nor any other original work of authorship.”
So, in a font, the name, any programming code not describing the font design are all that can be copyrighted. This leaves the door open in the USA to have anyone pay for the output of each character from a typesetter and re-digitize it or extract the design from a font program (and rename it), easily duplicating the design. Vasu is very cleverly and conveniently quoting from a web-site put up in the year 1997 and has not been updated afterwards. There is a reason for this site not being updated afterwards. This refers to the classic legal battle between Adobe and SSI. Southern Software Inc. (SSI) used to copy and rename fonts from Adobe and others. They thought they were safe from prosecution because, though they had directly copied the points that define the shapes from Adobe's fonts, they had moved all the points just slightly so they were not technically identical. Nevertheless, in his 1998 judgment, the judge determined that the computer code had been copied:
The evidence presented shows that there is some creativity in designing the font software programs. While the glyph dictates to a certain extent what points the editor must choose, it does not dictate every point that must be chosen. Adobe has shown that font editors make creative choices as to what points to select based on the image in front of them on the computer screen. The code is determined directly from the selection of the points. Thus, any copying of the points is copying of literal expression, that is, in essence, copying of the computer code itself.
SSI lost the legal battle at the courts. Judgment was in favor of Adobe. Hence SSI did not update their web-site. Vasu is conveniently quoting from this web-site. One can read in detail about this case in the following web-sites:-

When we conducted a opentype font workshop at Bangalore during March 2003, there was a talk on IPR issues related to fonts by Lawrence Liang, who is an expert on cyber laws. He had discussed this Adobe vs SSI case.

Vasu’s interview to Deccan Herald and my comments

Vasu gave an interview to Deccan Herald during his visit to Bangalore in June 2004. Here are some excerpts and my comments on them:-

> "Then, I, along with Ganaka Parishad and the State Government worked to bring Kannada software for official use", he (Vasu) said.

I don't remember any of such efforts by Sheshadri Vasu. In fact Vasu was very reluctant to implement the GoK standard for font and keyboard. There was a heated argument between Dr Panditharadhya and K T Chandrashekharan, father of Vasu, in this connection. All along the time Shasthry, Narasimha Murthy and Panditharadhya were advocating that Baraha killed Kannada while Nudi saved it! Vasu did implement the keyboard and font standards after repeated appeals by Shrinatha Shasthry and Narasimha Murthy.

> Baraha 4.0 was the first software that was implemented in Government offices with font styles.

I don't think this statement of Sheshadri Vasu is true. There were many Kannada software being used in state govt much much before KGP, Nudi or Baraha came into existence.

> But the Ganaka Parishad and the State Government have introduced Nudi software as a benchmark system.

If Vasu were to introduce the GoK standards much earlier than the release of Kalitha (Nudi), Nudi would not have come into existence.

> Unfortunately for me, the government is insisting the use of Nudi software.

Why should be unfortunate to him? He is not selling Baraha.

> While Baraha has fulfilled the terms and conditions put forth by the Government, including stipulations such as keyboard and transliteration, I wonder why they are forcing departments to use only Nudi", he said. One of Baraha's many advantages, according to Vasu, is that it allows a person who knows Kannada to type it in English fonts. He felt preference of software (Baraha or Nudi) should be left to end user.

Why the choice should be only between Nudi and Baraha, both of them are obsolete in the current and future time where Unicode is the world standard? Actually the choice should be between Windows XP/2003, Mac, Linux, Solaris, Java Desktop, Unix, etc. all are having Unicode compliance.

Meeting with Vasu in June 2004
Vasu was felicitated by Upasana in Bangalore during his visit in June 2004. I met him during that function. I discussed many things in general like Unicode features, facility needed in Baraha to convert RTF and HTML documents into Unicode, etc. Casually I asked him where from he is getting the fonts for his Baraha package. As per his answer, there is an artist in Bangalore who draws the shapes on paper and sends them to him. He (Vasu) scans, digitizes and makes them into fonts. I did not discuss anything about the Akruti font issue.
Conclusion and request

Baraha has copied and used one font from Akruti software. This font is one of the many fonts bundled with current version of Nudi.

I have written everything that I know about the font issues pertaining to Akruti, Baraha and Nudi. My intention is to bring out the truth, however bitter it is. I have no personal animosity with anyone whose name appears in this write-up. Please read this objectively and subjectively. That is, do a vasthunistha (objective) reading rather than a vyakthinishta (subjective) reading.

ಕನ್ನಡ ತಂತ್ರಾಂಶ ಅಭಿವೃದ್ಧಿಯ ಬಗೆಗಿನ ಸರಕಾರದ ನಿರಾಸಕ್ತಿಯನ್ನು ಕಂಡು ಕೋಪಗೊಂಡ ತೇಜಸ್ವಿ ಹೇಳಿದ್ದು ಹೀಗೆ. "ಸಾಹಿತ್ಯ ಸಮ್ಮೇಳನದ ಹೆಸರಲ್ಲಿ ಕೋಟಿಗಟ್ಲೆ ವ್ಯಯಿಸುವ ಸರ್ಕಾರ ತಂತ್ರಾಂಶ ಅಭಿವೃದ್ಧಿಗೇಕೆ ಹಣ ನೀಡಬಾರದು?"

ಕನ್ನಡ ತಂತ್ರಾಂಶಕ್ಕೇಕೆ ಅಷ್ಟೊಂದು ಪ್ರಾಮುಖ್ಯ ಎಂಬ ಪ್ರಶ್ನೆಗೆ: "ಕಂಪ್ಯೂಟರ್‍ನಲ್ಲಿ ಇಂಗ್ಲೀಷ್‌ನಷ್ಟೇ ಸರಳವಾಗಿ ಮತ್ತು ಸಹಜವಾಗಿ ಕನ್ನಡವನ್ನು ಬಳಸಲು ಸಾಧ್ಯವಾಗದಿದ್ದರೆ ಭಾಷೆಯನ್ನು ಉಳಿಸಲು ಸಾಧ್ಯವಿಲ್ಲ"

ಎಸ್.ಎಂ.ಕೃಷ್ಣನೇತೃತ್ವದ ಮೈಕ್ರೋಸಾಫ್ಟ್ ಕಂಪೆನಿಯೊಂದಿಗೆ ತಂತ್ರಾಂಶ ಅಭಿವೃದ್ಧಿಗೆ ಒಪ್ಪಂದ ಮಾಡಿಕೊಂಡಾಗ: "ಕರ್ನಾಟಕ ಸರ್ಕಾರ ಮೈಕ್ರೋಸಾಫ್ಟ್‌ನಂತಹ ಬಹುರಾಷ್ಟ್ರೀಯ ಸಂಸ್ಥೆಗೆ ಕನ್ನಡವನ್ನು ಅಡ ಇಡುವುದು ಸರಿಯಲ್ಲ. ಭಾಷೆಗೆ ತಕ್ಕ ಹಾಗೆ ತಂತ್ರಾಂಶ ಇರಬೇಕೇ ಹೊರತು, ತಂತ್ರಾಂಶಕ್ಕೆ ತಕ್ಕ ಹಾಗೆ ಭಾಷೆ ಬದಲಾಗಬೇಕು ಎಂದರೆ ಯಾವ ನ್ಯಾಯ?"

ಕನ್ನಡ ವಿಶ್ವವಿದ್ಯಾಲಯದಿಂದ ತೇಜಸ್ವಿಯವರಿಗೆ ನಾಡೋಜ ಪುರಸ್ಕಾರ ನೀಡಲು ವಿಶ್ವವಿದ್ಯಾಲಯದವರು ಸಂಪರ್ಕಿಸಿದಾಗ "ಕನ್ನಡ ತಂತ್ರಾಂಶ ಅಭಿವೃದ್ಧಿಮಾಡಿ ಅದು ನನಗೆ ನೀಡಿದ ನಾಡೋಜವಾಗುತ್ತದೆ" ಎಂದಿದ್ದರು.

ಗುರುಲಿಂಗ ಕಾಪಸೆಯವರೊಂದಿಗೆ ಮಾತನಾಡುತ್ತಿದ್ದ ಮರಾಠಿ ಸಾಹಿತಿ ವಿ.ಸಾ. ಖಾಂಡೇಕರರು 'ನಿಮ್ಮ ತೇಜಸ್ವಿ ಬೇರೆ ಭಾಷೆಯ ಲೇಖಕರಿಗಿಂತ ನೂರು ವರ್ಷ ಮುಂದಿದ್ದಾರೆ' ಎಂದಿದ್ದರಂತೆ. 'ಕಂಪ್ಯೂಟರ್ ಕೊಂಡ ಮೊದಲ ಕನ್ನಡ ಸಾಹಿತಿ' ಎಂದು ಕನ್ನಡಿಗರು ಗುರುತಿಸುವ ಮೊದಲೇ, ಸುಮಾರು ಇಪ್ಪತ್ತು ವರ್ಷಗಳ ಹಿಂದೆಯೇ ಖಾಂಡೇಕರರು ತೇಜಸ್ವಿ ಸಾಹಿತ್ಯದ ಅನನ್ಯತೆಯನ್ನು ಗುರುತಿಸಿದ್ದರು!

೨೦೦೪ ರಲ್ಲಿ ಮೈಸೂರು ವಿಶ್ವವಿದ್ಯಾಲಯ ಉಪಕುಲಪತಿ ಯಾಗಿದ್ದ ಡಾ. ಶಶಿದರ ಪ್ರಸಾದ್ ರವರು , ತೇಜಸ್ವಿ ಯವರಿಗೆ , ಕುವೆಂಪು ಜನ್ಮ ಶತಮಾನೋತ್ಸವ ಅಂಗವಾಗಿ, ಕುವೆಂಪು ಅವರ ಪ್ರತಿಮೆ ಯನ್ನು , ವಿಶ್ವವಿದ್ಯಾಲ ದಲ್ಲಿ , ಸ್ಥಾಪಿಸಬೇಕೆಂದು ಹೇಳಿದಾಗ, ತೇಜಸ್ವಿ ಯವರು, ಹೇಳಿದ್ದು ಏನು ಅಂದರೆ , ಅವರ ಪ್ರತಿಮೆ ಬದಲು, "ಕುವೆಂಪು ಅವರ ಹೆಸರಲ್ಲಿ ಕನ್ನಡ ತಂತ್ರಾಂಶ ಅಬಿವೃದ್ದಿ ಕೇಂದ್ರ" ಮಾಡಿ ಅಂತ ಹೇಳಿದ್ದರು. ಇದರ ಪ್ರಕಾರ ಮೈಸೂರು ವಿಶ್ವ ವಿದ್ಯಾ ನಿಲಯದ ಮಾನ್ಯ ಉಪಕುಲಪತಿಗಳಾದ ಶ್ರೀ. ಶಶಿದರ ಪ್ರಸಾದ ಅವರು ದಿನಾಂಕ ೨೩-೧೨-೨೦೦೪ ರಂದು " ಕುವೆಂಪು ಅಂತರರಾಷ್ಟ್ರೀಯ ತಂತ್ರಾಂಶ ಮತ್ತು ತಂತ್ರ ಜ್ಞಾನ ಕೇಂದ್ರ " ಮಾಡುತ್ತವೆ ಅಂತ ಘೋಷಣೆ ಮಾಡಿದ್ದರು.

ವಿಪರೀತ ಅಸ್ತವ್ಯಸ್ತ ಪರಿಸ್ಥಿತಿ ಎದುರಿಸುತ್ತಿರುವ ಕನ್ನಡ ತಂತ್ರಾಂಶ ಕ್ಷೇತ್ರದಲ್ಲಿ ಈವರೆವಿಗೂ ಏಕ ವಿನ್ಯಾಸದ ಕೀಲಿ ಮಣೆ ರೂಪಿತವಾಗಿಯೇ ಇಲ್ಲ.

ಒಂದು ತಂತ್ರಾಂಶ ಮತ್ತೊಂದಕ್ಕೆ ಹೊಂದಿಕೆಯಾಗುವುದೇ ಇಲ್ಲ;

ಇಂತಹ ಅವ್ಯವಸ್ಥೆಗಳನ್ನೆಲ್ಲ ನಿಯಂತ್ರಿಸಿ ನಿರ್ದೇಶಿಸಲು, ತಂತ್ರಾಂಶಗಳ ಅತಿ ದೊಡ್ಡ ಗ್ರಾಹಕನಾಗಿರುವ ಸರ್ಕಾರದಿಂದ ಅಥವಾ ವಿ.ವಿ.ಗಳಿಂದ ಮಾತ್ರ ಸಾಧ್ಯ.

ಆದರೆ ವಿದ್ಯುನ್ಮಾನ ಮಾಧ್ಯಮ ಕ್ಷೇತ್ರದಿಂದ ಪ್ರಾದೇಶಿಕ ಭಾಷೆಗೆ ಒದಗುವ ಅಪಾಯದ ಅಂದಾಜು ಇವುಗಳಿಗೆ ಇದ್ದಂತಿಲ್ಲ!

ಈಗ ಪ್ರತಿಯೊಂದು ಕ್ಷೇತ್ರದಲ್ಲೂ ದೈನಂದಿನ ವಾಣಿಜ್ಯ ಮತ್ತು ಆಡಳಿತ ವ್ಯವಹಾರವೆಲ್ಲ ಈ ವಿದ್ಯುನ್ಮಾನ ತಂತ್ರಜ್ಞಾನದ ಮೂಲಕವೇ ನಡೆಯುತ್ತಿರುವುದರಿಂದ, ಇಲ್ಲೆಲ್ಲ ಸಮರ್ಥವಾಗಿ ಕನ್ನಡದ ಬಳಕೆ ಆಗದಿದ್ದರೆ ಅದು ಸತ್ತು ಹೋಗುತ್ತದೆ.

ಯಾವುದೇ ಭಾಷೆಯ ಬಳಕೆ ಕಡಿಮೆಯಾಗುತ್ತಾ ಸಾಗಿದರೆ ಅದು ಮುಂದೊಂದು ದಿನ ನಾಶವಾಗುತ್ತದೆ ಎಂಬ ಅಪಾಯಕಾರಿ ಸತ್ಯದ ಅರಿವು ಸರ್ಕಾರಕ್ಕೆ ಇಲ್ಲವೋ ಅಥವಾ ಇದ್ದೂ ಸಹ ಇಲ್ಲದಂತೆ ನಟಿಸುತ್ತಿದೆಯೋ ಗೊತ್ತಿಲ್ಲ!

ಕನ್ನಡದ ಸದ್ಯದ ಸೀಮಿತ ಮಾರುಕಟ್ಟೆ ಹಾಗೂ ಕೈಗೊಳ್ಳುತ್ತಿರುವ ಕೆಲವು ತಪ್ಪು ನೀತಿಗಳಿಂದಾಗಿ ಕನ್ನಡಕ್ಕಾಗಿ ಕೆಲಸ ಮಾಡುತ್ತಿದ್ದ ಸುಮಾರು ೨೩ ಖಾಸಗಿ ಕಂಪನಿಗಳಲ್ಲಿ ಈಗ ಕೇವಲ ಒಂದೆರಡು ಮಾತ್ರ ಉಳಿದುಕೊಂಡಿವೆ;

ಅವೂ ಸಹ ಈಗ ಬಂಡವಾಳ ಹಾಗೂ ಪ್ರೋತ್ಸಾಹದ ಕೊರತೆಯಿಂದ ಬೇರೆ ಕ್ಷೇತ್ರಗಳಿಗೆ ವಲಸೆ ಹೋಗಲು ಚಿಂತಿಸುತ್ತಿವೆ!

ಪ್ರಾದೇಶಿಕ ಭಾಷಾ ತಂತ್ರಾಂಶ ಅಭಿವೃದ್ಧಿ ಕೇವಲ ಸಾಫ್ಟ್‌ವೇರ್ ಇಂಜಿನಿಯರುಗಳ ಕೆಲಸ ಮಾತ್ರವಲ್ಲ. ಅದಕ್ಕೆ ಭಾಷಾ ತಜ್ಞರು, ವ್ಯಾಕರಣ ಶಾಸ್ತ್ರಜ್ಞರು, ಸಾಹಿತ್ಯ ಪರಿಣಿತರು, ಉಚ್ಛಾರಣಾ ತಜ್ಞರು ಮುಂತಾದವರೆಲ್ಲ ಒಟ್ಟಾಗಿ ಸೇರಿ ಮಾಡಬೇಕಾದ ಕೆಲಸವಿದು.

ಇದರ ಸಂಕೀರ್ಣತೆಯನ್ನು ಸಂಬಂಧಪಟ್ಟವರೆಲ್ಲ ಅರಿಯಬೇಕು.

ಇಲ್ಲವಾದರೆ ಐ.ಟಿ. ಕ್ಷೇತ್ರದಲ್ಲಿ ಕನ್ನಡ ಮೂಲೆ ಗುಂಪಾಗುವುದು ಖಚಿತ.

ಇಂದಿನ ಸ್ಪರ್ಧಾತ್ಮಕ ಹಾಗೂ ಸಂಶೋಧನೆಯ ಯುಗದಲ್ಲಿ ಯಾವುದೇ ತಂತ್ರಾಂಶದ ಸೋರ್ಸ್ ಕೋಡ್ ಮುಕ್ತವಾಗಿದ್ದರೆ ಆ ಭಾಷೆ ಬೆಳೆಯಲು ಸಾಧ್ಯವಾಗುತ್ತದೆ. ಇದನ್ನು ಸರ್ಕಾರ ಅರಿಯಬೇಕಿದೆ.
ಡಾ.ರಾಮಕೃಷ್ಣ ಮರಾಠೆ, (ವಾ.ವಾ. ಏ.21) ತಮ್ಮ ಪತ್ರದಲ್ಲಿ “ಕುವೆಂಪು ಕನ್ನಡ ತಂತ್ರಾಂಶ ಏನಾಯ್ತು? ಎಂದು ಪ್ರಶ್ನಿಸಿದ್ದಾರೆ. ಇದು ಕನ್ನಡಿಗರೆಲ್ಲರ ಪ್ರಶ್ನೆಯೂ ಹೌದು. ಏಕೆಂದರೆ ಬಹುತೇಕ ಸರ್ಕಾರಿ ಕೆಲಸಗಳೆಲ್ಲ ಹೀಗೆಯೇನೋ ಎನ್ನುವಂತಾಗಿದೆ.

ಈಗ ಬಳಕೆಯಲ್ಲಿರುವ ಕೆಲವು ಕನ್ನಡ ತಂತ್ರಾಂಶಗಳಲ್ಲಿ ಹಲವಾರು ನ್ಯೂನತೆಗಳಿರುವುದನ್ನು ಅದರ ಬಳಕೆ ಮಾಡುವವರಿಗೆ ತಿಳಿದದ್ದೇ ಆಗಿದೆ. ಸರ್ಕಾರವು ಕನ್ನಡವನ್ನು ಗಣಕೀಕರಣ ಮಾಡುವ ಉದ್ದೇಶದಿಂದ “ಕನ್ನಡ ಗಣಕ ಪರಿಷತ್‌”ನ್ನು ಅಸ್ತಿತ್ವಕ್ಕೆ ತಂದು, ತನ್ಮೂಲಕ ‘ನುಡಿ’ ತಂತ್ರಾಂಶವನ್ನು ಹೊರತಂದಿತು.
ಅಂತೆಯೇ ಇದನ್ನೇ ಕಡ್ಡಾಯವಾಗಿ ಉಪಯೋಗಿಸಬೇಕೆಂದೂ, ಇದೇ ಮಾದರಿ ತಂತ್ರಾಂಶ ಎಂತಲೂ ನಿರ್ಧರಿಸಿ, ಸಾಹಿತಿಗಳ, ಲೇಖಕರ, ಪ್ರಕಾಶಕರ, ಉದ್ಯಮಿಗಳ ಭಾಷಾ ತಜ್ಞರ, ತಂತ್ರಜ್ಞರ ಅವಜ್ಞೆಗೆ ಗುರಿಯಾದದ್ದು ಈಗ ಇತಿಹಾಸ.

ಖ್ಯಾತ ಸಾಹಿತಿ ದಿವಂಗತ ಪೂರ್ಣಚಂದ್ರ ತೇಜಸ್ವಿ, ಚಂದ್ರಶೇಖರ ಕಂಬಾರ, ಲಿಂಗದೇವರು ಹಳೇಮನೆ, ಪ್ರೊ. ವೆಂಕಟಸುಬ್ಬಯ್ಯ, ‘ಈ-ಕವಿ’ಯ ವಿ.ಎಂ. ಕುಮಾರಸ್ವಾಮಿ ಹಾಗೂ ಕನ್ನಡಾಭಿಮಾನವುಳ್ಳ ಮತ್ತು ಕನ್ನಡ ತಂತ್ರಾಂಶ ಬಳಸುವ ಅನೇಕರು ‘ನುಡಿ’ ತಂತ್ರಾಂಶದಲ್ಲಿನ “ನ್ಯೂನತೆಗಳು ಮತ್ತು ಏಕಸ್ವಾಮ್ಯ”ವನ್ನು ಖಂಡಿಸಿ, ಆರು ವರ್ಷಗಳಿಂದ ಹೋರಾಟ ನಡೆಸುತ್ತಾ, ಮುಖ್ಯಮಂತ್ರಿಗಳು, ಸಚಿವರು, ಕಾರ್ಯದರ್ಶಿಗಳಿಗೆ ಪತ್ರ ಮುಖೇನ ವಿನಂತಿಸಿದರೂ ಸರ್ಕಾರ ಇನ್ನೂ ಕಣ್ಣು ತೆರೆದೇ ಇಲ್ಲ!

ಆದ್ದರಿಂದ ‘ಕನ್ನಡ ಗಣಕ ಪರಿಷತ್’ನ್ನು ಸರ್ಕಾರ ಕೂಡಲೇ ರದ್ದುಪಡಿಸಿ, ‘ನುಡಿ’ ತಂತ್ರಾಂಶದ “ಸೋರ್ಸ್ ಕೋಡ್‌”ನ್ನು “ಓಪನ್ ಸೋರ್ಸ್‌” ಸಾಫ್ಟ್‌ವೇರ್‌ನ್ನಾಗಿ ಮಾಡಬೇಕಿದೆ. ತನ್ಮೂಲಕ ತಂತ್ರಾಂಶದ ಅಭಿವೃದ್ಧಿಯಲ್ಲಿ ಪ್ರಕಾಶಕರು, ಲೇಖಕರು, ತಂತ್ರಜ್ಞರು, ಉದ್ಯಮಿಗಳು, ತಂತ್ರಾಂಶ ತಯಾರಕರು ಭಾಗಿಯಾಗುವಂತೆ ಅನುವು ಮಾಡಿಕೊಡಬೇಕು.

ಇಂದಿನ ಸ್ಪರ್ಧಾತ್ಮಕ ಹಾಗೂ ಸಂಶೋಧನೆಯ ಯುಗದಲ್ಲಿ ಯಾವುದೇ ತಂತ್ರಾಂಶದ ಸೋರ್ಸ್ ಕೋಡ್ ಮುಕ್ತವಾಗಿದ್ದರೆ ಆ ಭಾಷೆ ಬೆಳೆಯಲು ಸಾಧ್ಯವಾಗುತ್ತದೆ. ಇದನ್ನು ಸರ್ಕಾರ ಅರಿಯಬೇಕಿದೆ.

ಈಗಿನ ದಿನಗಳಲ್ಲಿ ಕಂಪ್ಯೂಟರ್ ಜಗತ್ತಿನಲ್ಲಿ ಎಂಥ ತಂತ್ರಜ್ಞಾನವೂ ಆರು ತಿಂಗಳಿಗಿಂತ ಹೆಚ್ಚಿನ ಆಯಸ್ಸನ್ನು ಹೊಂದಿಲ್ಲ! ಹೀಗಿದ್ದೂ ಎಲ್ಲರೂ “ನಿಂತ ನೀರಾಗಿರುವ” ‘ನುಡಿ’ ತಂತ್ರಾಂಶವನ್ನೇ ಬಳಸಬೇಕೆನ್ನುವವರಿಗೆ ಏನೆನ್ನಬೇಕು?

ಖ್ಯಾತ ಚಿಂತಕ ಸಾಹಿತಿ ಕೆ.ಪಿ.ಪೂರ್ಣ ಚಂದ್ರ ತೇಜಸ್ವಿ ಅವರ ಪ್ರಯತ್ನದ ಫಲವಾಗಿ ಹಂಪಿ ಕನ್ನಡ ವಿಶ್ವವಿದ್ಯಾಲಯ 2007ರಲ್ಲಿ ರೂಪಿಸಿದ ‘ಕುವೆಂಪು ಕನ್ನಡ ತಂತ್ರಾಂಶ’ ಅಭಿವೃದ್ಧಿ ಕಾಣದೆ ಮೂಲೆಗುಂಪಾಗಿದೆ.

ಕನ್ನಡದ ಜ್ಞಾನ ಕ್ಷಿತಿಜವನ್ನು ವಿಸ್ತಾರ ಗೊಳಿಸುವ ಅನನ್ಯ ಹಂಬಲದಿಂದ ಮೂಡಿ ಬಂದಿದ್ದ ಈ ತಂತ್ರಾಂಶ ಇಂದು ಅಲಭ್ಯವಾಗಿದೆ.
ಅತ್ಯಂತ ಸರಳವಾಗಿ ಡೌನ್‌ಲೋಡ್ ಸೌಲಭ್ಯವಿರುವ ಸಂದರ್ಭದಲ್ಲಿಯೂ ಕಳಪೆ ಗುಣಮಟ್ಟ ಹೊಂದಿರುವ ಈ ತಂತ್ರಾಂಶ ಯಾವುದೇ ಕಂಪ್ಯೂಟರಿನಲ್ಲಿಯೂ ಅಳವಡದಿ ರುವುದು ವಿಷಾದನೀಯ. ಹೊಸ ಹೊಸ ಆವೃತ್ತಿಗಳು ಕಾಣುತ್ತವೆ ಎಂಬ ಭ್ರಮೆಯಲ್ಲಿದ್ದ ಕನ್ನಡಿಗರಿಗೆ ಇದರಿಂದ ನಿರಾಶೆಯಾಗಿದೆ. ಕನ್ನಡ ವಿಶ್ವವಿದ್ಯಾಲಯ, ಸರ್ಕಾರ ಈ ನಿಟ್ಟಿನಲ್ಲಿ ಗಮನ ಹರಿಸಿ ಅತ್ಯಾಧುನಿಕ ಮಾದರಿಯ ಸರ್ವ ಜನೋಪ ಯೋಗಿ ತಂತ್ರಾಂಶವನ್ನು ರೂಪಿಸ ಬೇಕಾದ ಅನಿವಾರ್ಯತೆ ಇಂದು ಬಹಳಷ್ಟಿದೆ.
ಪುಸ್ತಕ ಪ್ರಕಟಣೆಗಾಗಿ ಅನೇಕರು ಇಂದು ಶ್ರೀಲಿಪಿಗಿಂತ ನುಡಿ ತಂತ್ರಾಂಶವನ್ನು ಉಪ ಯೋಗಿ ಸುತ್ತಿದ್ದಾರೆ. ನುಡಿ ತಂತ್ರಾಂಶ ಕ್ಕಿಂತಲೂ ಸಮೃದ್ಧ ವಾಗಿ ಹೊರಬರ ಬೇಕಾಗಿದ್ದ ಕುವೆಂಪು ತಂತ್ರಾಂಶ ಪ್ರಾರಂಭದಲ್ಲಿ ಹೀಗೆ ಅವಜ್ಞೆಗೊಳಗಾಗಿರುವುದು ಕನ್ನಡಿಗರೆಲ್ಲ ನಾಚಿಕೆ ಪಡುವ ಸಂಗತಿಯೇ ಸರಿ.

Birth of Baraha

I had put up Kannada's first web-site called Vishva Kannada during Dec. 1996 with the support of S K Anand of Cyberscape. Dynamic font technology was not being used by Vishva Kannada at that time. Akruti fonts were given for download at the web-site. Users have to download the font, install it in their PC and then they could read the Vishva Kannada web-site in Kannada. Sometimes in the first half of 1997, I got an email from Sheshadri Vasu who was at USA. In that mail he appreciated Vishva Kannada. He added that it takes a long time to copy characters through CharMap (an utility present in Windows to copy a glyph of a font into any application) and make a Kannada sentence. I explained him how to type in Kannada using the keyboard driver which has to be bought from Cyberscape. I gave the contact details of S K Anand and the approximate price of the software also. Then there was no mail from Vasu for some time. (Recently, during his visit to India in June 2004, Vasu wrote an article for Vijaya Karnataka, wherein he mentioned the discussions he had with me about the relation between font and keyboard driver). One day I got an email from Vasu saying that he has made a software called Baraha that can be used as an editor for Kannada. He wrote that he wanted to give this software free to everyone. The version sent to me was a beta version. He had actually written an editor for the font he downloaded from the web. I asked him about the copyright of the font. He had not thought anything about that. I explained to him the he need to take the permission of S K Anand of Cyberscape to use Akruti fonts in his software. He included the Kan Ballal font which was given to read Udayavani web-site with the first release of Baraha, which was given to some select friends only. Later on he changed the ASCII values of the glyphs of Akruti font and released the Baraha package officially. His idea was that just by changing the ASCII values of the glyphs, his font becomes different from Akruti font. But morally, ethically and legally, this amounts to violation of intellectual property rights. After a long gap of six years, recently (2004), Vasu admitted that he used the glyphs from Akruti fonts, in a mail to S K Anand.

Fonts used in Nudi

Now let me discuss the about the fonts bundled with Nudi. Nudi was initially thought as a testing software. This was made into a package later on. Myself and Harsha (the programmer who did the coding for Nudi) were opposing the release of Nudi without our own professional fonts. Making a font is an elaborate process. Artists have to draw each character (glyph) on paper, they have to be scanned, digitized, hinted, etc. It takes months for each font. C V Srinatha Sasthry (CVSS), Chief Secretary, Kannada Ganaka Parishat (KGP), told me that he got the font made from someone before submitting the final package to GoK. In one of the executive committee meeting S K Anand and myself questioned CVSS about who made the fonts, how much was paid to him, etc. G N Narsimha Murthy (GNNM), Secretary, KGP, gave a reply that someone at Koppa made the fonts. I mentioned that KGP should have the complete record of making of the fonts like original drawings by the artist, first raw digitized data, the final font, etc. GNNM promised to get all these from Koppa and show to us in the next meeting. He never bothered to do that.

I came to know about the entire story about fonts much much later. Initially I used to believe the statements of CVSS about the fonts. But it took almost 2 years for me to accidentally discover the truth. While experimenting with opentype font creation, I was studying the glyphs of all Kannada fonts. When I opened Baraha, Akruti and Nudi fonts in a font editing software, I found that they all have the same glyph sets, even though their ASCII values are different. As Sathyanarayana has detailed in his write-up, the glyphs from Akruti fonts were used in the first version of Baraha, which was then used in the first version of Nudi. As per my knowledge CVSS got this conversion of font encodings done by someone here at Bangalore itself. The fonts were not made from scratch at Koppa. This is clear violation of intellectual property rights. I had a strong and heated argument with CVSS and GNNM about one or two months before the elections to the executive committee of KGP. I blasted CVSS for misleading me and telling lies to me that the fonts were developed at Koppa. CVSS and GNNM have told lies to me and cheated GoK by supplying them with pirated fonts. Definitely my position became very awkward that I being the mentor and the person in charge of Nudi in the initial stages was not informed of these backdoor activities by CVSS. I fired both CVSS and GNNM left and right. At that time GNNM even challenged me to prove these in the court along with S K Anand who had already threatened to sue KGP for violation of intellectual property rights.

‘ಬರಹ’ ಸೃಷ್ಟಿಯಾದ ಸಂಗತಿ ಅತ್ಯಂತ ಕುತೂಹಲಕಾರಿಯಾಗಿದೆ. 1997ರಲ್ಲಿ ಗೆಳೆಯ ಶೇಷಾದ್ರಿವಾಸು ಅಮೆರಿಕಾದಲ್ಲಿ ಕನ್ನದ ನುಡಿಗಾಗಿ ಹಪಹಪಿಸುತ್ತಿದ್ದ. ಕನ್ನಡದ ಪುಸ್ತಕ, ಪತ್ರಿಕೆಗಳು ಕಾಣಲು ಸಿಗದೆ ಮನಸ್ಸಿಗೆ ಕಸಿವಿಸಿಯಾಗುತ್ತಿತ್ತು.

ಕನ್ನಡದ ಅಕ್ಷರಗಳು ಇಂಟರ್‌ನೆಟ್‌ನಲ್ಲಿಯೂ ಲಭ್ಯವಿರಲಿಲ್ಲ. ಮನೆಗೆ ಇ-ಮೇಲ್ ಬರೆಯಲು ಕೂಡಾ ಇಂಗ್ಲೀಷನ್ನೇ ಬಳಸಲು ಬೇಸರ. ಆಗ ಸುಮ್ಮನೆ ಕನ್ನಡ ಅಕ್ಷರಗಳನ್ನು ಕಂಪ್ಯೂಟರಿನಲ್ಲಿ ಮೂಡಿಸುವ ಒಂದು ಪುಟ್ಟ ಸಾಫ್ಟ್‌ವೇರ್ ಬರೆಯಬಾರದೇಕೆ ಎಂದು ಅನಿಸಿತಂತೆ. ದಿನಾ ಮನೆಯಿಂದ ಕಚೇರಿಗೆ, ಮತ್ತೆ ಕಚೇರಿಯಿಂದ ಮನೆಗೆ ರೈಲಿನಲ್ಲಿ ಹೋಗುವಾಗ ತನ್ನ ಮನಸ್ಸಿನಲ್ಲಿ ‘ಬರಹ’ ಸಣ್ಣಗೆ ರೂಪ ತಾಳುತ್ತಾ ಹೋಯಿತು.

ವಾರಾಂತ್ಯದಲ್ಲಿಯೂ ಬರೀ ಅದರದೇ ಗುಂಗು. ಕೇವಲ ಮೂರು ತಿಂಗಳಲ್ಲಿ ಮೊದಲ ಹಂತದ ‘ಬರಹ’ ರೂಪಗೊಂಡಿತ್ತು. ಅದನ್ನು ಬಳಸಿ ಮನೆಗೆ ಇ-ಮೇಲ್ ಬರೆದಾಗ ವಿಚಿತ್ರ ಪುಳಕವನ್ನು ಅನುಭವಿಸಿದ್ದ. ಆದರೆ ದಶಕ ಕಳೆಯುವುದರಲ್ಲಿ ಅದು ಬರೀ ಕನ್ನಡಿಗರಿಗೊಂದೇ ಅಲ್ಲ, ಎಲ್ಲಾ ಭಾರತೀಯರಿಗೂ ತಮ್ಮ ಮಾತೃಭಾಷೆಯಲ್ಲಿ ಕಂಪ್ಯೂಟರಿನಲ್ಲಿ ಒಡನಾಡುವ ಸಾಧನದ ಮಹಾನದಿಯೊಂದರ ‘ಉಗಮ’ ಅದೆಂದು ಅವನು ಖಂಡಿತಾ ಊಹಿಸಿರಲಿಲ್ಲ! ದೂರದ ಅಮೆರಿಕಾದ ಮೂಲೆಯೊಂದರಲ್ಲಿ ನಮ್ಮೆಲ್ಲರಿಗೂ ಅನುಕೂಲವಾಗುವ ಒಂದು ಅತ್ಯುಪಯೋಗಿ ಸಾಫ್ಟ್‌ವೇರ್ ಯಾವ ಸದ್ದುಗದ್ದಲವಿಲದೆ ಹೀಗೆ ಒಬ್ಬ ವ್ಯಕ್ತಿಯಿಂದ ಸೃಷ್ಟಿಯಾಗಿ ಬಿಟ್ಟಿತಲ್ಲ ಎಂದು ನೆನೆದರೆ ರೋಮಾಂಚನವಾಗುತ್ತದೆ.



ಭಾರತದ ಎಲ್ಲಾ ಭಾಷೆಗಳಲ್ಲಿಯೂ ಲಭ್ಯವಿರುವ ‘ಬರಹ’ವನ್ನು ಈ ಹೊತ್ತು ಬಳಸುವವರ ಸಂಖ್ಯೆ ಒಂದು ಅಂದಾಜಿನ ಪ್ರಕಾರ ಒಂದು ಕೋಟಿಗೂ ಹೆಚ್ಚು. ತಿಂಗಳಿಗೆ ಏನಿಲ್ಲವೆಂದರೂ ಇಪ್ಪತ್ತೈದು ಸಾವಿರ ಬಾರಿ ಇಂಟರ್‌ನೆಟ್‌ನಿಂದ ‘ಬರಹ’ ಡೌನ್‌ಲೋಡ್ ಆಗುತ್ತದಂತೆ. ಇಂತಹ ಜನೋಪಯೋಗಿ ಸಾಫ್ಟ್‌ವೇರನ್ನು ಈ ಕನ್ನಡಾಭಿಮಾನಿ ವಾಸು ಪುಕ್ಕಟೆಯಾಗಿ ಹಂಚಿಬಿಟ್ಟ! ಕನ್ನಡಿಗರಿಗೆ ಸೇರಬೇಕಾದ ಒಂದು ವಸ್ತುವನ್ನು ಮಾರಬೇಕೆಂದು ಅವನಿಗೆ ಎಂದೂ ಅನ್ನಿಸಲಿಲ್ಲವಂತೆ. ಸುಮ್ಮನೆ ಅದರ ಬೆಲೆಯನ್ನು ಒಂದು ಸಾವಿರವೆಂದು ಅಂದುಕೊಂಡರೂ ಸಾಕು, ಶೇಷಾದ್ರಿವಾಸು ಭಾರತೀಯರಿಗೆ ನೀಡಿರುವ ಕೊಡುಗೆಯ ವಿಶ್ವರೂಪ ನಮಗೆ ಗೋಚರವಾಗುತ್ತದೆ.

ಒಬ್ಬ ವ್ಯಕ್ತಿ ಭಾಷೆಯ ಅಭಿಮಾನದಿಂದ ಇಂತಹ ದೊಡ್ಡ ಕೊಡುಗೆಯನ್ನು ಉಚಿತವಾಗಿ ನೀಡಿರುವ ಉದಾಹರಣೆಗಳು ನನಗಂತೂ ತಿಳಿದಿಲ್ಲ. ಇಷ್ಟಾದರೂ ತಾನು ಮಾಡಿದ್ದು ಯಾವ ದೊಡ್ಡ ಸಾಧನೆಯೂ ಅಲ್ಲ ಎಂಬಂತೆ ಎಲ್ಲರೊಳಗೊಂದಾಗಿ ಬೆರೆಯುವ ವಾಸುವನ್ನು ಕಂಡಾಗ ನನಗೆ ಹೇಗೆ ಪ್ರತಿಕ್ರಿಯಿಸಬೇಕೋ ತಿಳಿಯದೆ ತಬ್ಬಿಬ್ಬಾಗುತ್ತೇನೆ!

‘ಬರಹ’ ಹೀಗೆ ವಿಶ್ವವ್ಯಾಪಿಯಾಗಿದ್ದಕ್ಕೆ ಕೇವಲ ಅದು ಉಚಿತವಾಗಿ ಸಿಕ್ಕಿತೆಂಬುದಷ್ಟೇ ಕಾರಣವಲ್ಲ. ಇದುವರೆಗೂ ಒಮ್ಮೆಯೂ ಕ್ರಾಷ್ ಆದ ಉದಾಹರಣೆಗಳಿಲ್ಲದ ಅದರ ಗುಣಮಟ್ಟ ಯಾವುದೇ ವಿಶ್ವವಿಖ್ಯಾತ ಕಂಪನಿಗಳು ತಯಾರಿಸಿದ ಸಾಫ್ಟ್‌ವೇರ್‌ಗಳ ಗುಣಮಟ್ಟಕ್ಕೆ ಕಡಿಮೆಯಾದದ್ದಲ್ಲ. ಮೊಸರನ್ನದಲ್ಲಿ ಸಿಗುವ ಕಲ್ಲುಗಳಂತೆ ಸಾಫ್ಟ್‌ವೇರ್ ಬಗ್‌ಗಳು ಅವನ್ನು ಬಳಸಲಾರದಂತೆ ತಡೆಯುತ್ತವೆ. ಆದರೆ ಇಂತಹ ದೋಷಗಳನ್ನು ‘ಬರಹ’ದ ಮೊದಲ ಆವೃತ್ತಿಯಿಂದಲೂ ಹುಡುಕಿದರೂ ಬೆರಳೆಣಿಕೆಯಷ್ಟು ಸಿಗುವದಿಲ್ಲ. ತಾಂತ್ರಿಕ ದೋಷಗಳ ಮಾತು ಅಂತಿರಲಿ, ವ್ಯಾಕರಣ ದೋಷಗಳೂ ಇಲ್ಲದಂತೆ ‘ಬರಹ’ ಗಟ್ಟಿಗೊಂಡಿದೆ.

ಇಂತಹ ಯಶಸ್ಸು ಸುಮ್ಮನೆ ದಕ್ಕಿದ್ದಲ್ಲ. ವಾಸು ‘ಬರಹ’ವನ್ನು ಬಿಡುಗಡೆ ಮಾಡುವ ಮೊದಲು ಸಾಫ್ಟ್‌ವೇರ್‌ನ ಮೂಲೆಮೂಲೆಯನ್ನು ಪರೀಕ್ಷಿಸಿದ್ದಾನೆ. ಸಾಮಾನ್ಯವಾಗಿ ನಾವು ಸೃಷ್ಟಿ ಮಾಡಿದ್ದರಲ್ಲಿ ನಮಗೆ ದೋಷ ಕಾಣುವದಿಲ್ಲ. ಆದರೆ ತನ್ನ ಸೃಷ್ಟಿಯ ಬಗ್ಗೆ ಅಂತಹ ಮೋಹವಿಟ್ಟುಕೊಳ್ಳದ ವಾಸು ಅದನ್ನು ಎಲ್ಲಾ ನಿಕಷಕ್ಕೂ ಒಡ್ಡಿ ಪರೀಕ್ಷಿಸಿದ ನಂತರವೇ ಉಳಿದವರಿಗೆ ಕೊಟ್ಟಿದ್ದಾನೆ. ಕನ್ನಡದ ವ್ಯಾಕರಣವನ್ನು ಅಭ್ಯಾಸ ಮಾಡಿ ಅದಕ್ಕೆ ಲೋಪ ಬರದಂತೆ ‘ಬರಹ’ ಬರೆದಿದ್ದಾನೆ. ಬೇರೆ ಭಾಷೆಗಳ ಲಿಪಿಗಳನ್ನು ಅಭ್ಯಸಿಸಿ ಅವಕ್ಕೆ ಅನುವು ಮಾಡಿಕೊಟ್ಟಿದ್ದಾನೆ. ‘ಬರಹ’ ಬಳಕೆದಾರರ ಪ್ರಶ್ನೆಗಳಿಗೆ ಗೊಣಗದೆ ತತ್‌ಕ್ಷಣ ಉತ್ತರಗಳನ್ನು ಕೊಟ್ಟಿದ್ದಾನೆ. ಹಲವಾರು ಆವೃತ್ತಿಗಳ ಆಪರೇಟಿಂಗ್ ಸಿಸ್ಟಂಗಳಲ್ಲಿ ಹಲವಾರು ಆವೃತ್ತಿಗಳ ‘ಬರಹ’ವನ್ನು ಪರೀಕ್ಷಿಸಿದ್ದಾನೆ. ಆದರೆ ಎಲ್ಲವನ್ನೂ ಯಾರ ಸಹಾಯವೂ ಇಲ್ಲದೆ ಹೀಗೆ ಏಕಾಂಗಿಯಾಗಿ ವಾಸು ನಿಭಾಯಿಬಿಡುವ ಪವಾಡ ಮಾತ್ರ ಅಲ್ಲಾಡಿಸಿ ಬಿಡುವಷ್ಟು ಶಕ್ತಿಯುತವಾದದ್ದು.

ತಂದೆ ಕೆ.ಟಿ. ಚಂದ್ರಶೇಖರರ ಕನ್ನಡಾಭಿಮಾನದಿಂದ ಅತ್ಯಂತ ಪ್ರಭಾವಿತನಾಗಿರುವ ವಾಸು, ಅಪ್ಪನಂತೆಯೇ ಕನ್ನಡ ಕಾದಂಬರಿ ಸಾರ್ವಭೌಮ ಅನಕೃ ಅಭಿಮಾನಿ. ಅದಕ್ಕೆ ಪೂರಕವಾಗಿ ಈ ‘ಬರಹ’ವನ್ನು ಅನಕೃರವರಿಗೆ ಅರ್ಪಿಸಿರುವುದು ಅತ್ಯಂತ ಅರ್ಥಪೂರ್ಣ ಸಂಗತಿಯಾಗಿದೆ. ನಾಡು-ನುಡಿಗಾಗಿ ತನ್ನ ಬದುಕಿನಾದ್ಯಂತ ಶ್ರಮಿಸಿದ ಅನಕೃರವರಿಗೆ ಸಂದ ಎಲ್ಲ ಪ್ರಶಸ್ತಿ-ಸನ್ಮಾನಗಳಿಗಿಂತಲೂ ಇದು ಮಹತ್ವದ ಗೌರವವಾಗಿದೆ. ‘ಬರಹ’ ಸಾಫ್ಟ್‌ವೇರಿನಲ್ಲಿ ಅನಕೃ ಬಗ್ಗೆ ಶೇಷಾದ್ರಿವಾಸು ಬರೆದ ಒಂದು ವಿಶೇಷ ಲೇಖನ ಅಡಕವಾಗಿದೆ. ಕೋಟಿಗಟ್ಟಲೆ ಜನರಿಗೆ ಅನಕೃರವರನ್ನು ಪರಿಚಯಿಸಿದ ಬಗ್ಗೆ ವಾಸು ಭಾವುಕನಾಗಿ ಮಾತನಾಡುತ್ತಾನೆ.

ವಾಸು ಆರಂಭಶೂರನಲ್ಲ. ಮೊದಲ ಯಶಸ್ಸಿನ ನಂತರ ಸುಮ್ಮನೆ ಕುಳಿತುಬಿಡುವ ಬೇಜವಾಬ್ದಾರಿ ಮನುಷ್ಯನೂ ಅಲ್ಲ. ಕಾಲಕಾಲಕ್ಕೆ ‘ಬರಹ’ವನ್ನು ನವೀಕರಣಗೊಳಿಸುತ್ತಲೇ ಹೋಗಿದ್ದಾನೆ. ಹೊಸ ಫಾಂಟ್‌ಗಳನ್ನು ಕೊಟ್ಟಿದ್ದಾನೆ, ಹೊಸ ಅನುಕೂಲಗಳನ್ನು ಒದಗಿಸಿದ್ದಾನೆ, ಹೊಸ ಕೀಲಿಮಣೆಗಳನ್ನು ಜೋಡಿಸಿದ್ದಾನೆ, ಹೊಸ ಭಾಷೆಗಳಿಗೆ ಅನುವು ಮಾಡಿಕೊಟ್ಟಿದ್ದಾನೆ, ಹೊಸ ತಾಂತ್ರಿಕತೆಗೆ ತೆರೆದುಕೊಂಡಿದ್ದಾನೆ... ಒಂದೇ, ಎರಡೇ? ‘ಬರಹ’ವನ್ನು ನಿತ್ಯನೂತನವಾಗಿಸುವಲ್ಲಿ ಅವನ ಹುಮ್ಮಸ್ಸು ಎಂದೂ ಬತ್ತಿಲ್ಲ. ಕನ್ನಡದಲ್ಲಿ ಅಂಧರಿಗಾಗಿ ಬ್ರೈಲ್ ಲಿಪಿ ಬಳಸುವುದು ತುಂಬಾ ಕಷ್ಟವೆಂದು ನಾನು ಹೇಳಿದ್ದಕ್ಕೆ ಎರಡೇ ದಿನಗಳಲ್ಲಿ ಬ್ರೈಲ್ ಆವೃತ್ತಿಯನ್ನೂ ಬಿಡುಗಡೆ ಮಾಡಿಬಿಟ್ಟ. ಮೊನ್ನೆ ಒಂದು ಅಂಧರ ಶಾಲೆಗೆ ಭೇಟಿಕೊಟ್ಟವನು ಅಲ್ಲಿ ‘ಬರಹ’ವನ್ನು ಬಳಸಿ ಅಂಧ ಮಕ್ಕಳಿಗಾಗಿ ಎಲ್ಲಾ ಶಾಲಾಪಠ್ಯಪುಸ್ತಕಗಳನ್ನು ಸುಲಭವಾಗಿ ಬ್ರೈಲ್‌ನಲ್ಲಿ ಮಾಡುವುದನ್ನು ಕಂಡು ತನ್ನ ಕೃತಿಗೆ ತಾನೇ ರೋಮಾಂಚನಗೊಂಡಿದ್ದ!

ಕೋಟ್ಯಂತರ ಜನರ ಕೈ ‘ಬರಹ’ವಾಗಿರುವ ಈ ಸಾಫ್ಟ್‌ವೇರ್ ಯಾವುದೇ ಒಂದು ದೊಡ್ಡ ಕಾರ್ಪೊರೇಟ್ ಸಂಸ್ಥೆ ಹೆಮ್ಮೆ ಪಡಬಹುದಾದಂತಹ ಪ್ರಾಡಕ್ಟಿಗೆ ಸಮಾನವಾದದ್ದು. ಯಾವುದೇ ದೊಡ್ಡ ಕನ್ನಡದ ವಿಶ್ವವಿದ್ಯಾಲಯ ಮಾಡಬಹುದಾದ ಸಾಧನೆಗೆ ಸಮಾನವಾದದ್ದು. ಭಾರತೀಯರೆಲ್ಲರೂ ವಾಸುವಿನ ಈ ಸಾಧನೆಯನ್ನು ಪ್ರೀತಿಯಿಂದ ಕೊಂಡಾಡಿದ್ದಾರೆ. ‘ಬರಹ’ದ ಅಂತರ್ಜಾಲ ತಾಣದಲ್ಲಿ ಶೇಖರವಾಗಿರುವ ಕಾಮೆಂಟುಗಳೇ ಅದಕ್ಕೆ ಸಾಕ್ಷಿ. ಆದರೆ ಯಾವುದೇ ಸರಕಾರ-ಸಂಘ-ಸಂಸ್ಥೆಗಳು ಇಂತಹ ಅದ್ಭುತ ಸಾಧಕನನ್ನು ಗುರುತಿಸುವ ಕೆಲಸ ಮಾಡಿಲ್ಲ.

‘ಬರಹ’ ಭಾರತದ ಆಸ್ತಿ. ಕನ್ನಡಿಗರ ಹೆಮ್ಮೆ. ಅದನ್ನು ಜೋಪಾನವಾಗಿ ನಾವು ಕಾಯ್ದಿರಿಸಬೇಕಿದೆ. ಸದ್ಯಕ್ಕೆ ‘ಬರಹ’ದ ಸಾಫ್ಟ್‌ವೇರ್ ಶೇಷಾದ್ರಿವಾಸುವಿನ ಮನಸ್ಸಿನಲ್ಲಿ ಜೋಪಾನವಾಗಿದೆ. ‘ಬರಹ’ದ ಮುಂದಿನ ಹೆಜ್ಜೆಗಳ ಬಗ್ಗೆ ಅವನಲ್ಲಿ ಹತ್ತಾರು ಕನಸುಗಳಿವೆ. ಆದರೆ ‘ಬರಹ’ದ ಸಂಪೂರ್ಣ ತಾಂತ್ರಿಕ ಡಾಕ್ಯುಮೆಂಟೇಷನ್ ವಾಸು ಇನ್ನೂ ಮಾಡಿಲ್ಲ. ಅದರ ಸೋರ್ಸ್ ಕೋಡ್, ತಾಂತ್ರಿಕ ಮಾಹಿತಿಯನ್ನು ಕಾಯ್ದಿರಿಸುವ ಜವಾಬ್ದಾರಿ ವಾಸುವಿನ ಮೇಲಿದೆ. ‘ಬರಹ’ ಬರೀ ಈ ಹೊತ್ತಿನ ಸಂಗತಿಯಲ್ಲ. ಮುಂದಿನ ತಲೆಮಾರಿಗೂ ಅದು ಬೇಕೇ ಬೇಕು. ಒಂದೂವರೆ ಲಕ್ಷ ಸಾಲಿನ ‘ಬರಹ’ದ ಕೋಡಿಂಗ್ ಸಾಲುಗಳು ನಮಗೆ ಪಂಪ, ರನ್ನ, ಕುಮಾರವ್ಯಾಸನ ಕಾವ್ಯದ ಸಾಲುಗಳಷ್ಟೇ ಮುಖ್ಯ.

I honestly admit that I have used the glyphs from one of the Akruti fonts in Baraha 1.0, and I was not very serious to mention about it.
When I released Baraha 1.0, I didn't know it will become popular and used by many people. It was only an experiment which I wanted to share with my family and friends.

ತಾಂತ್ರಿಕ ಯುಗದಲ್ಲಿ ನಾವು ಇಂದು ಬದುಕುತ್ತಿದ್ದೇವೆ ಕಾಲದಿಂದ ಕಾಲಕ್ಕೆ ಜ್ಞಾನದ ಶಾಖೆ ಹರಡುತ್ತಾ ಹೊಸ ಹೊಸ ವಿಷಯಗಳನ್ನು ಕಲಿಯುತ್ತಹೋಗುತ್ತಿದ್ದೇವೆ. ಇತ್ತೀಚಿಗೆ ತಂತ್ರಜ್ಞಾನ ನಮ್ಮ ಬದುಕಿನ ಮತ್ತು ಭಾಷೆಯ ಅಬಿಭಾಜ್ಯ ಅಂಗವಾಗಿ ಉಳಿದಿದೆ. ಒಂದು ಭಾಷೆ ಕಾಲದಿಂದ ಕಾಲಕ್ಕೆ ಅಭಿವೃದ್ದಿ ಹೊಂದುತ್ತಿದೆ. ಇವತ್ತು ಕನ್ನಡ ತಂತ್ರಾಂಶವನ್ನು ದಿನನಿತ್ಯದ ಕೆಲಸವಾಗಿ ಬಳಸಿಕೊಳ್ಳುತ್ತಿದ್ದೇವೆ, ತಂತ್ರಾಂಶ ಬಳಕೆ ದೊಡ್ಡದು ಇಂದು ಅಂತರ್ಜಾಲದ ಮುಖೇನ ಯಾವುದೇ ಮಾಹಿತಿಯನ್ನು ಪಡೆದುಕೊಳ್ಳ ಬಹುದಾಗಿದೆ.

ಬಳಕೆ ಯಾಗುತ್ತಿರುವ ಇತರೆ ಭಾಷೆಯ ತಂತ್ರಾಂಶ ಗಳಂತೆಯೇ ಸಂಸ್ಕಾರ ಭಾಷೆ ಏನು ಹೇಳುತ್ತವೆಯೋ ಅದಕ್ಕೂ ಇದು ಆಗಬೇಕು, ಅಂತರರಾಷ್ಟ್ರೀಯ ಮಟ್ಟದಲ್ಲಿ ಹೆಚ್ಚು ಹೆಚ್ಚು ಇಂಗ್ಲಿಷ್ ಭಾಷೆಯ ಬಳಕೆಯಾಗುತ್ತಿದೆ ಆದರೆ ಕೆಲವು ರಾಷ್ಟ್ರಗಳಲ್ಲಿ ತಮ್ಮದೇ ಭಾಷೆಯನ್ನೂ ಅಳವಡಿಕೆ ಮಾಡಿಕೊಂಡಿದ್ದಾರೆ. ಎಲ್ಲಾ ಭಾಷೆಗಳಲ್ಲೂ ಇಂದು ತಂತ್ರಾಂಶ ಲಭ್ಯವಾಗಲಿದೆ ಅದಕ್ಕೆ ನಾವು ಪ್ರಯತ್ನ, ಒತ್ತಡ, ಸೌಲಭ್ಯಗಳ ಬಗ್ಗೆ ಮಾತನಾಡಬೇಕಾಗಿದೆ.

ನಾನು ಒಬ್ಬ ಭಾಷಾವಿಜ್ಞಾನಿ ಮಾತ್ರ, ಇದರ ಸಹಕಾರ ತಂತ್ರಜ್ಞರು ಪಡೆದುಕೊಳ್ಳಬೇಕು.

ಇಂತಹ ತಂತ್ರಾಂಶವನ್ನು ಕನ್ನಡದಲ್ಲಿ ಬಳಕೆಯಾಗುತ್ತಿದ್ದು ಹಲವಾರು ಲೋಪ ದೋಷಗಳ ಬಗ್ಗೆ ಎಲ್ಲಾ ಕನ್ನಡ ಅಭಿಮಾನಿಗಳ ಅಂತರ ರಾಷ್ಟ್ರೀಯ ವೇದಿಕೆ(ಈ-ಕವಿ)ಯ ವಿ.ಎಂ.ಕುಮಾರಸ್ವಾಮಿ ಅವರು ಇದರ ಬಗ್ಗೆ ದನಿ ಎತ್ತಿ ಇಂತಹ ಕಾರ್ಯ ಕ್ರಮವನ್ನು ಆಯೋಜಿಸಿದೆ.

ಇದೆಲ್ಲ ಆರಂಭ ವಾಗಿದ್ದು ೫ ವರುಷಗಳ ಹಿಂದೆ ದಿವಂಗತ ಪೂರ್ಣಚಂದ್ರ ತೇಜಸ್ವಿಯವರ ಜೊತೆ ತಾವು ಸಂವಾದ ಮಾಡುತ್ತಾ , ದಾಸ್ ತಂತ್ರಾಂಶದ ಮುಖೇನ ತಮ್ಮ ಕೃತಿಯನ್ನು ಸಂಗ್ರಹಿಸಿಟ್ಟಿದ್ದರು, ನಂತರ ವಿಂಡೋಸ್ ೯೫ ತಂತ್ರಾಂಶ ಬಂದಾಗ ಹೊಸದಾಗಿ ನವಿಕರಿಸಲು ಸಾಧ್ಯವಾಗಿರಲಿಲ್ಲ. ಆ ಒಂದು ಸಂಧರ್ಭದಲ್ಲಿ ಯುನಿಕೋಡ್, ಸ್ಪೆಲ್ ಕೋಡ್, ಸಮಸ್ಯೆಗಳು ಬಂದವು ಅದನ್ನು ಸಾರ್ವಜನಿಕರ ಮೂಲಕ ಒತ್ತಡ ಏರುವ ಮುಖೇನ ತರುವ ಪ್ರಯತ್ನ ಪೂರ್ಣಚಂದ್ರ ತೇಜಸ್ವಿ ಮಾಡಿದರು.

ನಮ್ಮ ಅಕ್ಷರಕ್ಕೆ ನಮ್ಮದೇ ಆದ ಸೌಂದರ್ಯ ಪ್ರಜ್ಞೆ ಇರುತ್ತದೆ, ಬೇರೆ ರೀತಿಯ ಫಾಂಟ್ ಗಳು ಬಂದವು ಆದರೆ ಕೆಲವು ಭಾಷಾ ಜ್ಞಾನಿಗಳ ಸಹಕಾರ ತೆಗೆದು ಕೊಂಡಿರಲಿಲ್ಲ ಎಂದು ಅವರು ತಿಳಿಸಿದರು.

ಇವತ್ತಿನ ಸ್ಥಿತಿಗತಿ ಬಗ್ಗೆ ನಾನು ಮಾತನಾಡುತ್ತೇನೆ ಎಂದು ಮುಂದುವರೆಸುತ್ತ ಅವರು ತಂತ್ರಾಂಶವನ್ನು ಸೂಕ್ಷ್ಮ ಸಂವೇದನಾಶೀಲ ವ್ಯಕ್ತಿ ಇದನ್ನ ಅರ್ಥ ಮಾಡಿಕೊಳ್ಳಬಲ್ಲದೇ ಹೊರತು ನಮಗ್ಯಾರಿಗೂ ಅರ್ಥವಾಗುವುದಿಲ್ಲ. ಯುನಿಕೋಡ್ ನ ಸಮಸ್ಯೆ ಇಂದು ಪ್ರಬಲವಾಗಿದೆ ಇದು ಅರ್ಥವೇ ಆಗಿರುವುದಿಲ್ಲ, ಇದರ ಸಮಸ್ಯೆ ಹಿಂದೆ ಲಾಜಿಕ್ ಇದೆ, ಪ್ರತಿಯೊಂದು ಸಂಸ್ಥೆಯು ದುಡ್ಡು ಮಾಡುವುದೇ ಉದ್ದೇಶವಾಗಿರುತ್ತದೆ. ಹೊಸ ಹೊಸ ಸಾಫ್ಟ್ ವೇರ್ ಗಳು ಮಾರುಕಟ್ಟೆಗೆ ಬಂದಾಗ ನಾವು ಅಳವಡಿಸಿಕೊಳ್ಳ ಬೇಕಾದ ಅನಿವಾರ್ಯ ಇರುತ್ತದೆ. ಬೇರೆ ಬೇರೆ ಭಾಷೆಗಳ ಸಾಫ್ಟವೇರ್ ಬಂದಾಗ ನಾವು ಅಳವಡಿಸಿಕೊಳ್ಳುತ್ತಾಲಿರುತ್ತೇವೆ, ಆದರೆ ನಮ್ಮ ದೇಶೀಯ ಭಾಷೆಗಳ ಸಾಫ್ಟ್ ವೇರ್ ಗಳನ್ನೂ ಅಭಿವೃದ್ದಿ ಪಡಿಸಬೇಕಾಗಿದೆ.

ಕ.ಗ.ಪ ಮತ್ತು ಖಾಸಗಿ ಸಂಸ್ಥೆಗಳ ನಡುವೆ ಶೀತಲ ಸಮರ ನಡೆಸುತ್ತಿತ್ತು ಕನ್ನಡ ತಂತ್ರಾಂಶಕ್ಕೆ ಕರ್ನಾಟಕ ಸರ್ಕಾರ ೩೨ ಲಕ್ಷ ರುಪಾಯಿಗಳನ್ನು ಕೊಟ್ಟು ಅಭಿವೃದ್ದಿ ಪಡಿಸಲು ನೆರವಾಗಿತ್ತು ಅದರಲ್ಲಿ ೨೮ ಲಕ್ಷ ರೂಪಾಯಿಗಳನ್ನು ಅದನ್ನು ವ್ಯಯ ಮಾಡಲಾಗಿತ್ತು.

ಕನ್ನಡ ತಂತ್ರಾಂಶವನ್ನು ಅಭಿವೃದ್ದಿ ಪಡಿಸುವ ಸಲುವಾಗಿ ನಾವು ಒಂದು ಸಭೆಯನ್ನು ಕರೆಯಲಾಗಿತ್ತು ಅಂದು ನಡೆದ ಸಭೆಯಲ್ಲಿ ಅಂದುಕೊಳ್ಳದ ಮತ್ತು ಉಹಿಸಿಕೊಳ್ಳದ ಮಾಹಿತಿ ಅಲ್ಲಿ ದೊರಕಿದವು. ಇದರ ಬಗ್ಗೆ ಬೆಂಗಳೂರಿನಲ್ಲಿ ಪತ್ರಿಕಾ ಗೋಷ್ಠಿ ನಡೆಸಿ ವಿಷಯವನ್ನು ಬಹಿರಂಗ ಪಡಿಸಿದೆವು ಮತ್ತು ಇದರ ಬಗ್ಗೆ ಗಮನ ಹರಿಸಲು ಸರ್ಕಾರಕ್ಕೆ ಒತ್ತಡ ತಂದೆವು ಆದರೆ ಏನು ಪ್ರಯೋಜನ ವಾಗಲಿಲ್ಲ.

ಕ.ಗ.ಪ. ಕನ್ನಡ ತಂತಂಶವನ್ನು ಓಪನ್ ಸೋರ್ಸ್ಗೆ ಇಡಿ ಅದನ್ನು ಅಭಿವೃದ್ದಿ ಪಡಿಸೋಣ ಎಂದು ಕೇಳಿದಾಗ ಕ.ಗ.ಪ. ಇದರ ಬಗ್ಗೆ ಪ್ರತಿಕ್ರಿಯಿಸಲಿಲ್ಲ ಆಗ ಅವರು ಮಾಡಿದ ಕೆಲಸ ಗೊತ್ತಾಯಿತು ಅದು ಅವರು ಮಾಡಿದ್ದಲ್ಲ ಅವರು ಕದ್ದಿದ್ದಾರೆ ಅಂತ ಹೀಗೆ ಕದ್ದಿರುವುದು ಆಕೃತಿ ಆನಂದ್ ಅವರಿಂದ ಆನಂದ್ ಅವರು ಬರಹದಿಂದ ಬಳಸಿಕೊಂಡಿದ್ದರು ಆದ್ದರಿಂದ ಅವರು ಓಪನ್ ಸೋರ್ಸ್ಗೆ ಇಡಲು ಪ್ರಯತ್ನಿಸುತ್ತಿಲ್ಲ.

ಇಂದಿನ ಸ್ಥಿತಿಏನಾಗಿದೆ ಅಂದರೆ ನಿಧಾನವಾಗಿ ನುಡಿ ಬಳಕೆಯಾಗುತ್ತಿದ್ದೆ, ಗೂಗಲ್ ನಲ್ಲಿ ಅನೇಕ ವರುಷಗಳ ಒತ್ತಡದಿಂದ ಕನ್ನಡವನ್ನು ಸೇರಿಸಲಾಯಿತು.

ಈಗ ಕರ್ನಾಟಕ ಸರ್ಕಾರ ಇದಕ್ಕೆ ಅಭಿವೃದ್ಧಿಗೆ ಸಮಿತಿಯನ್ನು ರಚಿಸಿದೆ ಇದರ ಬಗ್ಗೆ ಸಾಮಾನ್ಯ ಬಳಕೆದಾರರು, ತಂತ್ರಜ್ನರನ್ನ ಒಳಗೊಂಡಿತ್ತು. ಚಿದಾನಂದ ಗೌಡರ ಅಧ್ಯಕ್ಷತೆಯಲ್ಲಿ ಸಮಿತಿಯನ್ನ ರಚನೆ ಮಾಡಿದರು ಆದರೆ ಅದರಿಂದ ಯಾವುದೇ ಸಫಲತೆ ಕಂಡಿಲ್ಲ.

ಈ-ಆಡಳಿತ ಬಗ್ಗೆ ಎಸ್.ಎಂ.ಕೃಷ್ಣ ಜಾರಿಮಾಡಿದರು ಯಾವುದೇ ಸಫಲತೆ ಕಾಣಲಿಲ್ಲ. ಈ-ಆಡಳಿತದಿಂದ ಜಾರಿಯಾದ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಅದನ್ನು ತಂತ್ರಜ್ಞಾನದ ಮುಖೇನ ಹೊಸದನ್ನು ಏನನ್ನಾದರು ಬಳಸಬಹುದಾಗಿತ್ತು.

ರಾಜ್ಯದಲ್ಲಿ ಈ-ಆಡಳಿತ ಸಂಪೂರ್ಣ ಫೇಲ್ ಆಗಿದೆ, ಈಗಿನ ಸರ್ಕಾರ ಅದಕ್ಕೆ ಇದರ ಬಗ್ಗೆ ಏನು ಗೊತ್ತಿಲ್ಲ ಬರಿ ತಮ್ಮ ಪ್ರತಿಷ್ಠೆಯ ಸಾರುವುದಕ್ಕೆ ಸಂಕಲ್ಪವನ್ನು ಮಾಡುವುದರಲ್ಲೇ ಮಗ್ನವಾಗಿದೆ ಎಂದು ಅವರು ಕಿಡಿ ಕಾರಿದರು.

ಹೀಗೆ ಕನ್ನಡ ತಂತ್ರಾಂಶ ಇನ್ನು ಬೆಳೆಯ ಬೇಕಾಗಿದೆ ಇನ್ನು ಕೆಲವು ತಂತ್ರಾಂಶಗಳು ಕನ್ನಡಕ್ಕೆ ಬೇಕಾಗಿದೆ, ಹೊಸ ಹೊಸ ಸಾಫ್ಟ್ ವೇರ್ ಬಗ್ಗೆ ಸರ್ಕಾರ ಆಸಕ್ತಿ ವಹಿಸಿ ಅದನ್ನು ಅಭಿವೃದ್ದಿ ಪಡಿಸಬೇಕಾಗಿತ್ತು ಆದರೆ ಅವರು ಮಾಡಲಿಲ್ಲ.

ಖಾಸಗಿ ಸಂಸ್ಥೆಗಳು ಕೆಲವರು ಹೆಚ್ಚಿನ ಸ್ವಾರ್ಥ ಇಲ್ಲದೆ ಮಾಡುತ್ತಿದ್ದಾರೆ ಸರ್ಕಾರ ಇಂತವರನ್ನು ಬಳಸಿಕೊಳ್ಳಬೇಕು ಎಂದು ತಿಳಿಸಿದ ಅವರು ಸರ್ಕಾರದ ಗಮನ ಸೆಳೆಯುವ ಸ್ಥಿತಿಯಲ್ಲಿ ನಾವು ಇಲ್ಲ ಆದರೆ ನಾವು ಅದರ ಬಗ್ಗೆ ಆಸಕ್ತಿ ಹೊಂದಿದ್ದೇವೆ ಎಂದು ಹೇಳಿ ತಮ್ಮ ಮಾತನ್ನು ಮುಗಿಸಿದರು.

ಈ-ಕವಿ ರಾಜ್ಯಾಧ್ಯಕ್ಷ ಸಿ.ವಿ.ಕಿರಣ್ ಅವರು ಮಾತನಾಡಿ , ತಂತ್ರಾಂಶದ ಬಗ್ಗೆ ಮಾತನಾಡುತ್ತಾ ಮೈಕ್ರೋ ಸಾಫ್ಟ್ ಮತ್ತು ಲೆನೆಕ್ಸ್ ತಂತ್ರಾಂಶದ ಬಗ್ಗೆ ತಿಳಿಸಿದರು, ಕೆಲವು ಸಾಫ್ಟ್ ವೇರ್ ಕಂಪೆನಿಗಳು ತಮ್ಮ ಏಕಸ್ವಾಮ್ಯತೆಯನ್ನು ಸ್ಥಾಪಿಸುತ್ತಾ ಹೋಗಿವೆ ತಮ್ಮ ಲಾಭದ ದೃಷ್ಟಿಯಿಂದ ಎಂದು ಹೇಳಿದರು. ಕನ್ನಡ ತಂತ್ರಾಂಶದಲ್ಲಿ ಆದಂತಹ ಲೋಪದೋಷಗಳ ಬಗ್ಗೆ ತಿಳಿಸುತ್ತ ಕೆಲವರು ಕನ್ನಡ ತಂತ್ರಾಂಶವನ್ನು ಕದ್ದಿರುವ ಕುರಿತು ವಿವರಿಸಿದರು.

ಹಿಂದೆ ೨೪ ಜನ ತಂತ್ರಜ್ಞರಿದ್ದರು ಆದರೆ ಇಂದು ಒಬ್ಬರೇ ತಂತ್ರಜ್ಞರಿದ್ದಾರೆ ಅವರು ಹೇಳಿದ ಹಾಗೆ ಮತ್ತು ಅವರು ತಯಾರಿಸಿದ ತಂತ್ರಾಂಶವನ್ನೇ ಬಳಸುವ ಸ್ಥಿತಿ ಬಂದಿದೆ ಆದರೆ ಅವುಗಳಲ್ಲಿ ನಾವು ಹೆಚ್ಚಾಗಿ ಕಂಗ್ಲಿಷನ್ನೇ ಬಳಸುತ್ತಾ ಬರಲಾಗಿದ್ದು ಇದರ ಬಗ್ಗೆ ಯಾವುದೇ ಅಭಿವೃದ್ದಿ ಪಡಿಸದೇ ಹೋದರೆ ಅದನ್ನೇ ಮುಂದಕ್ಕೂ ಬಳಸುವ ಪರಿಸ್ಥಿತಿ ಬರುತ್ತದೆ ಆದ್ದರಿಂದ ನಾವು ಇದನ್ನು ಬದಲಿಸಬೇಕಾಗಿದೆ ಎಂದು ಅವರು ತಿಳಿಸಿದರು.

ಇದೇ ಸಂಧರ್ಭದಲ್ಲಿ ಅಧ್ಯಕ್ಷತೆಯನ್ನು ವಹಿಸಿಕೊಂಡಿದ್ದ ಒಕ್ಕೂಟದ ಅಧ್ಯಕ್ಷರಾದ ಕೆ.ಪ್ರಭಾಕರ ರೆಡ್ಡಿ ಮಾತನಾಡಿ, ಸರ್ಕಾರದ ಕಾರ್ಯದರ್ಶಿ ಇತ್ತೀಚೆಗೆ ಹೊರಡಿಸಿರುವ ಸುತ್ತೋಲೆಯಲ್ಲಿ ರಾಜ್ಯದಲ್ಲಿ ಯಾವ ಕನ್ನಡ ಕಾರ್ಯಕ್ರಮಗಳಲ್ಲೂ ಕನ್ನಡದ ಭಾವುಟವನ್ನು ಹಾರಿಸಬಾರದೆಂದು ಹೇಳಿರುವ ಕ್ರಮವನ್ನು ತಮ್ಮ ಒಕ್ಕೂಟ ತೀವ್ರವಾಗಿ ಖಂಡಿಸುತ್ತದೆ, ಈ ಸುತ್ತೋಲೆಯನ್ನು ಸರ್ಕಾರವು ಹಿಂದಕ್ಕೆ ಪಡೆಯದೆ ಹೋದರೆ ಮತ್ತೆ ಗೋಕಾಕ್ ಮಾದರಿ ರಾಜ್ಯಾದ್ಯಂತ ತೀವ್ರ ಚಳವಳಿ ನಡೆಸುವುದಾಗಿ ಎಚ್ಚರಿಕೆ ಕೊಟ್ಟರು.

ಮುಖ್ಯಮಂತ್ರಿಗಳನ್ನು ಇನ್ನೆರೆಡು ದಿನಗಳಲ್ಲಿ ಭೇಟಿ ಮಾಡಿ ತಮ್ಮ ಒಕ್ಕೂಟದ ಕೆಲವು ಬೇಡಿಕೆಗಳ ಜೊತೆಗೆ ಕನ್ನಡ ತಂತ್ರಾಂಶದ ಬಗ್ಗೆ ಆಗಿರುವ ಲೋಪ-ದೋಷಗಳನ್ನು ಸರಿಪಡಿಸಿ ಅಭಿವೃದ್ದಿ ಪಡಿಸಬೇಕೆಂದು ಒತ್ತಡವನ್ನು ಏರುತ್ತೆವೆಂದು ಅವರು ತಿಳಿಸಿದರು.

ಕಾರ್ಯಕ್ರಮದಲ್ಲಿ ಕರ್ನಾಟಕ ಕೈಗಾರಿಕಾ ಮತ್ತು ವಾಣಿಜ್ಯೋದ್ಯಮ ಕನ್ನಡ ಸಂಘಗಳ ಒಕ್ಕೂಟ ದ ಕಾರ್ಯಾಧ್ಯಕ್ಷರು ಸೇರಿದಂತೆ ನೂರಾರು ಕನ್ನಡ ಅಭಿಮಾನಿಗಳು ಕಾರ್ಯಕ್ರಮದಲ್ಲಿ ಭಾಗವಹಿಸಿದ್ದರು.
